為深入(ru)貫徹黨(dang)中(zhong)(zhong)央、國(guo)務(wu)院關于(yu)碳達峰碳中(zhong)(zhong)和(he)決策部署,全(quan)面落實省委、省政府(fu)有關要求,以高(gao)質量發展統攬全(quan)局,協(xie)同推進減污降碳,守好發展和(he)生(sheng)態(tai)兩條底線(xian),制定本實施方(fang)案(an)。

一(yi)、基本形(xing)勢“十三(san)五(wu)”以來(lai),全(quan)省生(sheng)(sheng)(sheng)態文(wen)明建設和生(sheng)(sheng)(sheng)態環境(jing)保(bao)護取得歷(li)史性(xing)成就,生(sheng)(sheng)(sheng)態環境(jing)質量總(zong)體優(you)良,碳排(pai)放強(qiang)度(du)明顯降低(di),但全(quan)省發(fa)(fa)展(zhan)不(bu)平(ping)衡、不(bu)充(chong)分(fen)問題仍較突出,鞏固(gu)和保(bao)持優(you)良生(sheng)(sheng)(sheng)態環境(jing)壓力(li)較大,全(quan)省以煤為主的能(neng)(neng)源消費格局短期內難以實(shi)現(xian)根本(ben)性(xing)改變,單(dan)位地區(qu)生(sheng)(sheng)(sheng)產總(zong)值(zhi)能(neng)(neng)耗和單(dan)位地區(qu)生(sheng)(sheng)(sheng)產總(zong)值(zhi)二氧化碳排(pai)放高于(yu)全(quan)國平(ping)均(jun)水(shui)平(ping);能(neng)(neng)源、建材、冶金等工業行業穩步(bu)發(fa)(fa)展(zhan),機動(dong)車(che)快速(su)增加(jia)(jia),全(quan)省主要污染物(wu)排(pai)放總(zong)量逐步(bu)削減,但單(dan)位地區(qu)生(sheng)(sheng)(sheng)產總(zong)值(zhi)氮氧化物(wu)、揮發(fa)(fa)性(xing)有機物(wu)、化學需氧量、氨氮排(pai)放量仍高于(yu)全(quan)國平(ping)均(jun)水(shui)平(ping),統(tong)籌推動(dong)減污降碳、全(quan)面促(cu)進綠色低(di)碳發(fa)(fa)展(zhan)的重(zhong)要性(xing)和迫切(qie)性(xing)日益增加(jia)(jia)。

二、總(zong)體要求(一)指導(dao)思想以習(xi)近平新時代中國特色(se)社會主義(yi)思想為指導,全(quan)(quan)面(mian)貫徹黨(dang)的二十大精(jing)神,深入貫徹習(xi)近平生(sheng)(sheng)(sheng)(sheng)態文(wen)(wen)明思想和(he)(he)習(xi)近平總(zong)書(shu)記視察貴州(zhou)重要講話精(jing)神,按照(zhao)中央和(he)(he)省關(guan)于碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中和(he)(he)的工作(zuo)部署,立(li)足新發(fa)展(zhan)階段(duan)、貫徹新發(fa)展(zhan)理念、構(gou)建新發(fa)展(zhan)格(ge)局,以高質(zhi)量(liang)(liang)發(fa)展(zhan)統(tong)攬(lan)全(quan)(quan)局,把實(shi)現(xian)減污降(jiang)碳(tan)(tan)(tan)協同增效作(zuo)為促(cu)進經(jing)濟(ji)社會發(fa)展(zhan)全(quan)(quan)面(mian)綠色(se)轉型的總(zong)抓手,錨(mao)定生(sheng)(sheng)(sheng)(sheng)態環(huan)境(jing)質(zhi)量(liang)(liang)和(he)(he)減污降(jiang)碳(tan)(tan)(tan)目標,以結構(gou)調(diao)整、布局優化(hua)為關(guan)鍵,強化(hua)源頭(tou)治理、系(xi)統(tong)治理、綜合治理,牢(lao)牢(lao)守好(hao)發(fa)展(zhan)和(he)(he)生(sheng)(sheng)(sheng)(sheng)態兩條底線,奮力在生(sheng)(sheng)(sheng)(sheng)態文(wen)(wen)明建設上出新績,推進人與(yu)自然和(he)(he)諧共生(sheng)(sheng)(sheng)(sheng)現(xian)代化(hua)貴州(zhou)實(shi)踐。(二(er))工作原則堅(jian)持系統(tong)施(shi)策、協同增效。立(li)足我省(sheng)高(gao)水(shui)平(ping)建(jian)設(she)(she)國家(jia)新型綜合能源戰略(lve)(lve)基地的戰略(lve)(lve)定位和以煤為主的能源實際,堅(jian)持以系統(tong)觀念統(tong)籌(chou)碳(tan)達(da)峰(feng)碳(tan)中和與生態環境保護工(gong)作,統(tong)籌(chou)水(shui)、氣、土、固(gu)體廢物、溫室氣體等(deng)領(ling)域減排要求,合理(li)(li)設(she)(she)置工(gong)作目(mu)標,協調實施(shi)減污降(jiang)碳(tan)各項(xiang)措(cuo)施(shi),以碳(tan)達(da)峰(feng)行動深(shen)化環境治理(li)(li),以環境治理(li)(li)助(zhu)推高(gao)質量達(da)峰(feng)。堅持突出重點、源(yuan)頭(tou)防控(kong)。緊盯環境污染(ran)物和(he)碳(tan)排放(fang)主要源(yuan)頭(tou),加快補齊我(wo)省工業污染(ran)治理短(duan)板,突出重點領域、重點行業、重大工程和(he)關鍵環節(jie),推動全(quan)省火電、鋼鐵、建材等污染(ran)物及碳(tan)排放(fang)量大的(de)重點源(yuan)提質增效,強化資(zi)源(yuan)能源(yuan)節(jie)約和(he)高(gao)效利用(yong),形成有利于(yu)減污降碳(tan)的(de)低碳(tan)能源(yuan)結構、綠色產業結構和(he)綠色生產生活方(fang)式(shi)。堅持精準治(zhi)理、先行先試(shi)。突出生(sheng)態(tai)優先、綠色發展,聚焦環境(jing)污染物(wu)和(he)溫室氣體協同(tong)控制,探索(suo)推(tui)廣先進的(de)工藝(yi)方案和(he)技術(shu)路線(xian),強化多污染物(wu)與溫室氣體協同(tong)控制、精準治(zhi)理,充分(fen)發揮各(ge)方積極性和(he)創造力,鼓勵創新探索(suo)各(ge)領域具(ju)有特色的(de)典型做(zuo)法和(he)有效模式,筑(zhu)牢長江、珠(zhu)江上游(you)生(sheng)態(tai)安全屏障(zhang)。堅(jian)持科(ke)技(ji)(ji)支(zhi)撐(cheng)、機(ji)制激勵。強(qiang)化創新能力建設(she)(she)和人才培養,依托省內高(gao)校(xiao)、科(ke)研院所,積極爭取建設(she)(she)相(xiang)關國家重點實(shi)驗(yan)室(shi)、國家技(ji)(ji)術創新中心及國家重大科(ke)技(ji)(ji)基礎設(she)(she)施,加強(qiang)減污(wu)(wu)降碳(tan)技(ji)(ji)術研發(fa)和應用。完善管理(li)制度,形成有(you)(you)效(xiao)的(de)激勵機(ji)制和有(you)(you)力的(de)支(zhi)撐(cheng)體系,一體推進減污(wu)(wu)降碳(tan)協同增效(xiao)。(三)主(zhu)要目標(biao)到2025年,減污(wu)(wu)降碳協同推(tui)進(jin)工作格(ge)局基本(ben)形成,重(zhong)(zhong)點區(qu)域(yu)、重(zhong)(zhong)點領域(yu)、重(zhong)(zhong)點行(xing)業(ye)產業(ye)結構(gou)優化(hua)調整和綠(lv)色低碳發展快速推(tui)進(jin),綠(lv)色轉型成效明顯;國家下達的污(wu)(wu)染物(wu)減排和碳排放控制目(mu)標全(quan)面(mian)完成,氮氧化(hua)物(wu)、揮發性有機(ji)物(wu)、化(hua)學需氧量、氨氮重(zhong)(zhong)點工程(cheng)減排量分別達到1.2萬噸、0.46萬噸、3.14萬噸、0.33萬噸,單(dan)位地區(qu)生產總值(zhi)二氧化(hua)碳排放較(jiao)2020年降低18%。到2030年,重(zhong)點領域、重(zhong)點行業減污降碳(tan)取得明顯成(cheng)(cheng)效,協同能力(li)顯著提升,碳(tan)達(da)峰目(mu)標有序完成(cheng)(cheng),全省生態環境質(zhi)量持續(xu)鞏固改善。

三、加(jia)強源頭防(fang)控(kong)(四(si))強化生態環境分區管控(kong)1.強(qiang)(qiang)化(hua)(hua)空間管(guan)控(kong)政策工具的統籌協調(diao)。構建(jian)城市(shi)化(hua)(hua)地區(qu)、農產(chan)(chan)(chan)品主產(chan)(chan)(chan)區(qu)、重點(dian)生態功能區(qu)分(fen)(fen)類指導(dao)的政策體系,推(tui)進(jin)減污降碳(tan)(tan)(tan)協同(tong)增(zeng)效。銜接國土(tu)空間規劃(hua)分(fen)(fen)區(qu)和用(yong)途管(guan)制要(yao)求(qiu),將碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中和要(yao)求(qiu)納(na)入(ru)“三線一單”分(fen)(fen)區(qu)管(guan)控(kong)體系。增(zeng)強(qiang)(qiang)區(qu)域(yu)環(huan)境(jing)質量改善(shan)目(mu)標對能源(yuan)和產(chan)(chan)(chan)業布(bu)局的引導(dao)作(zuo)用(yong),研(yan)究建(jian)立以(yi)區(qu)域(yu)環(huan)境(jing)質量改善(shan)和碳(tan)(tan)(tan)達峰目(mu)標為導(dao)向(xiang)的產(chan)(chan)(chan)業準入(ru)及(ji)(ji)(ji)退出(chu)清單制度。加快(kuai)推(tui)進(jin)黔中經濟(ji)區(qu)、烏江(jiang)流(liu)(liu)域(yu)(磷(lin)及(ji)(ji)(ji)磷(lin)化(hua)(hua)工、煤(mei)(mei)-電(dian)、煤(mei)(mei)-電(dian)-化(hua)(hua)、煤(mei)(mei)-電(dian)-鋁)、清水(shui)江(jiang)流(liu)(liu)域(yu)(磷(lin)礦及(ji)(ji)(ji)磷(lin)化(hua)(hua)工)、南北盤江(jiang)流(liu)(liu)域(yu)(煤(mei)(mei)-電(dian)、煤(mei)(mei)-電(dian)-鋁、煤(mei)(mei)-電(dian)-化(hua)(hua))、松桃河流(liu)(liu)域(yu)(錳礦開采及(ji)(ji)(ji)電(dian)解(jie)錳)等重點(dian)區(qu)域(yu)流(liu)(liu)域(yu)優(you)勢產(chan)(chan)(chan)業集聚集約發(fa)展(zhan),加快(kuai)推(tui)動落(luo)后產(chan)(chan)(chan)能退出(chu)。依法(fa)加快(kuai)城市(shi)建(jian)成(cheng)區(qu)水(shui)泥、玻璃(li)等高排放(fang)企業超低排放(fang)改造(zao)、搬遷改造(zao)或(huo)關(guan)閉退出(chu)。(省自然資源(yuan)廳、省發(fa)展(zhan)改革委(wei)、省工業和信息化(hua)(hua)廳、省生態環(huan)境(jing)廳、省農業農村廳、省能源(yuan)局等按職(zhi)責分(fen)(fen)工負責)(五)加(jia)強生(sheng)態環境準入管理(li)2.加(jia)強“兩(liang)高(gao)”項目(mu)準入(ru)管理。高(gao)耗(hao)能(neng)(neng)、高(gao)排放新改擴建和(he)技術(shu)改造(zao)項目(mu)要嚴格(ge)落實(shi)國(guo)家(jia)《產業結(jie)構調整指導目(mu)錄》《貴州省(sheng)推動(dong)長江經濟帶發展負面清單實(shi)施細則(ze)(試行)》、“三線一單”、環評審批(pi)、取水許可審批(pi)、節(jie)能(neng)(neng)審查以及污染物區域削減替代等要求,采取先(xian)進適(shi)用的工藝技術(shu)和(he)裝備,提(ti)升高(gao)耗(hao)能(neng)(neng)項目(mu)能(neng)(neng)耗(hao)準入(ru)標準,能(neng)(neng)耗(hao)、物耗(hao)、水耗(hao)要達到清潔生產國(guo)內先(xian)進水平。到2025年,重點“兩高”行業能效(xiao)達到(dao)標(biao)(biao)桿水(shui)(shui)平(ping)(ping)(ping)的(de)產能比(bi)例(li)超(chao)過30%,行(xing)業(ye)(ye)(ye)整體能效(xiao)水(shui)(shui)平(ping)(ping)(ping)明(ming)顯提升,碳(tan)排(pai)放強(qiang)(qiang)度明(ming)顯下降,綠色低碳(tan)發(fa)展能力(li)顯著增強(qiang)(qiang)。到(dao)2030年,重(zhong)點“兩(liang)高”行(xing)業(ye)(ye)(ye)能效(xiao)基準水(shui)(shui)平(ping)(ping)(ping)和(he)標(biao)(biao)桿水(shui)(shui)平(ping)(ping)(ping)進一步提高,達到(dao)標(biao)(biao)桿水(shui)(shui)平(ping)(ping)(ping)企業(ye)(ye)(ye)比(bi)例(li)大(da)幅提升,行(xing)業(ye)(ye)(ye)整體能效(xiao)水(shui)(shui)平(ping)(ping)(ping)和(he)碳(tan)排(pai)放強(qiang)(qiang)度達到(dao)國際(ji)先進水(shui)(shui)平(ping)(ping)(ping),為如期實(shi)現(xian)碳(tan)達峰目標(biao)(biao)提供有力(li)支撐。(省(sheng)(sheng)(sheng)發(fa)展改革委、省(sheng)(sheng)(sheng)工業(ye)(ye)(ye)和(he)信息化廳、省(sheng)(sheng)(sheng)生(sheng)態環(huan)境廳、省(sheng)(sheng)(sheng)自然資源廳、省(sheng)(sheng)(sheng)水(shui)(shui)利廳等(deng)按(an)職責分(fen)工負(fu)責)3.持續加強產(chan)業(ye)集群環(huan)境治理。進(jin)一步優化調(diao)整開發區規劃布局,高起點設定項目準(zhun)入類別,引(yin)導產(chan)業(ye)向“專(zhuan)精特新”轉型。滾動實(shi)施“千(qian)企改(gai)造”工(gong)程,重(zhong)點實(shi)施現代能(neng)源(yuan)、基礎材料(liao)、裝(zhuang)備制(zhi)造等產(chan)業(ye)轉型推進(jin)計劃,積(ji)極應用高新技術改(gai)造提(ti)升傳統產(chan)業(ye),促進(jin)產(chan)業(ye)提(ti)質(zhi)增(zeng)效,提(ti)高產(chan)業(ye)發展層(ceng)次(ci)和(he)(he)水平。(省工(gong)業(ye)和(he)(he)信息化廳、省商務(wu)廳、省生態環(huan)境廳、省發展改(gai)革委(wei)等按職(zhi)責(ze)分工(gong)負責(ze))(六)推(tui)動能源(yuan)綠色低碳轉(zhuan)型4.積(ji)極推進煤(mei)(mei)(mei)(mei)炭消費替代(dai)。優化煤(mei)(mei)(mei)(mei)電(dian)項目建設(she)布局(ju),推動畢節、六盤水、黔西南、遵義等(deng)煤(mei)(mei)(mei)(mei)炭資源富集地區建設(she)合(he)理規模的煤(mei)(mei)(mei)(mei)電(dian)作為基礎性安全(quan)保障(zhang)電(dian)源,加強煤(mei)(mei)(mei)(mei)炭清(qing)潔(jie)高效利(li)用(yong)。新建燃煤(mei)(mei)(mei)(mei)發電(dian)項目原則上以60萬千(qian)瓦級及以上超超臨界機組為主,設(she)計供電(dian)煤(mei)(mei)(mei)(mei)耗符合(he)國家(jia)有(you)關要(yao)求。鼓勵(li)新改(gai)擴建工(gong)(gong)業(ye)爐窯(yao)采用(yong)清(qing)潔(jie)低碳(tan)能源,優化天然氣使(shi)用(yong)方式,優先保障(zhang)居民用(yong)氣,有(you)序推進工(gong)(gong)業(ye)燃煤(mei)(mei)(mei)(mei)和(he)農(nong)業(ye)用(yong)煤(mei)(mei)(mei)(mei)天然氣替代(dai)。(省(sheng)能源局(ju)、省(sheng)發展改(gai)革委、省(sheng)工(gong)(gong)業(ye)和(he)信(xin)息化廳等(deng)按職責分工(gong)(gong)負責)5.實施(shi)可再生(sheng)能(neng)源替(ti)代行動。大力發展(zhan)風(feng)能(neng)、太(tai)陽能(neng)、生(sheng)物(wu)質能(neng)、地(di)(di)熱(re)能(neng),因(yin)地(di)(di)制宜(yi)開發水(shui)電(dian)(dian),開展(zhan)綠(lv)色小水(shui)電(dian)(dian)創建,不(bu)斷提高非化(hua)石(shi)能(neng)源消費比重。在(zai)太(tai)陽能(neng)資(zi)源較好的畢節、六盤水(shui)、安順、黔(qian)(qian)西南(nan)、黔(qian)(qian)南(nan)等市(shi)(州(zhou))打造百萬千瓦級大型光伏基地(di)(di)。在(zai)石(shi)漠化(hua)區(qu)(qu)(qu)域探索實施(shi)風(feng)電(dian)(dian)光伏基地(di)(di)建設(she)(she)項(xiang)目(mu)。積極推進(jin)開陽、播州(zhou)、關嶺、鎮(zhen)寧、盤州(zhou)、鐘山、鎮(zhen)遠、長順、興義、望謨、威寧、黔(qian)(qian)西、松桃等13個試點縣(xian)(市(shi)、區(qu)(qu)(qu))屋頂分(fen)布式光伏項(xiang)目(mu)建設(she)(she)。圍繞城市(shi)功能(neng)區(qu)(qu)(qu)、城鎮(zhen)集中區(qu)(qu)(qu)、開發區(qu)(qu)(qu)、農(nong)業(ye)(ye)園區(qu)(qu)(qu)、旅游景區(qu)(qu)(qu),推動不(bu)同(tong)利用(yong)方式、不(bu)同(tong)應用(yong)場景的淺層地(di)(di)熱(re)能(neng)供暖制冷項(xiang)目(mu)建設(she)(she)。(省(sheng)(sheng)(sheng)能(neng)源局、省(sheng)(sheng)(sheng)發展(zhan)改革委、省(sheng)(sheng)(sheng)工業(ye)(ye)和(he)信息化(hua)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)商務廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)科技(ji)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)公安廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)自然資(zi)源廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)生(sheng)態(tai)環境(jing)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)住(zhu)房城鄉建設(she)(she)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)農(nong)業(ye)(ye)農(nong)村(cun)廳(ting)(ting)(ting)、省(sheng)(sheng)(sheng)水(shui)利廳(ting)(ting)(ting)等按職責分(fen)工負責)(七)積極推行(xing)綠色生(sheng)產(chan)生(sheng)活方式6.積(ji)極推(tui)行綠(lv)(lv)(lv)色(se)(se)(se)(se)生(sheng)產(chan)(chan)(chan)。探索(suo)生(sheng)產(chan)(chan)(chan)工藝以及回收處置利用等全產(chan)(chan)(chan)業(ye)鏈綠(lv)(lv)(lv)色(se)(se)(se)(se)化(hua),推(tui)行綠(lv)(lv)(lv)色(se)(se)(se)(se)制(zhi)造(zao),擴大綠(lv)(lv)(lv)色(se)(se)(se)(se)低碳產(chan)(chan)(chan)品(pin)供(gong)給和(he)消費(fei),鼓勵生(sheng)產(chan)(chan)(chan)、提供(gong)、使用綠(lv)(lv)(lv)色(se)(se)(se)(se)產(chan)(chan)(chan)品(pin)和(he)綠(lv)(lv)(lv)色(se)(se)(se)(se)服務。完善綠(lv)(lv)(lv)色(se)(se)(se)(se)產(chan)(chan)(chan)品(pin)推(tui)廣(guang)(guang)機制(zhi),貫徹落(luo)實(shi)國家統一的綠(lv)(lv)(lv)色(se)(se)(se)(se)產(chan)(chan)(chan)品(pin)認證(zheng)與標識體系(xi)。推(tui)廣(guang)(guang)綠(lv)(lv)(lv)色(se)(se)(se)(se)包裝(zhuang),推(tui)動包裝(zhuang)印刷減量化(hua),減少印刷面積(ji)和(he)顏色(se)(se)(se)(se)種(zhong)類,加強商品(pin)過度包裝(zhuang)治理。(省(sheng)工業(ye)和(he)信息化(hua)廳、省(sheng)發展改(gai)革(ge)委(wei)、省(sheng)市場監管局等按職(zhi)責(ze)分工負責(ze))7.積(ji)極倡(chang)導綠色消(xiao)費(fei)。充分依(yi)托全國節能宣傳周、全國低(di)(di)碳日(ri)、世界(jie)環(huan)境日(ri)、貴州生(sheng)態日(ri),倡(chang)導簡約適度、綠色低(di)(di)碳、文明健康的生(sheng)活方(fang)式。引導公眾優先(xian)選(xuan)擇公共交(jiao)通(tong)(tong)、自行(xing)車和(he)步行(xing)等(deng)綠色低(di)(di)碳出行(xing)方(fang)式。推進創建低(di)(di)碳企業、景區(qu)、社區(qu)和(he)綠色學校創建,營造綠色低(di)(di)碳社會風尚,深(shen)入(ru)開展全社會反(fan)對(dui)浪費(fei)行(xing)動(dong)。(省(sheng)發展改(gai)革委、省(sheng)生(sheng)態環(huan)境廳、省(sheng)交(jiao)通(tong)(tong)運輸廳、省(sheng)工業和(he)信息化廳、省(sheng)教育廳、省(sheng)文化和(he)旅游廳、省(sheng)住房城鄉建設廳等(deng)按職責分工負(fu)責)8.開展(zhan)公(gong)共機構綠色低碳(tan)引(yin)(yin)領行動。發揮公(gong)共機構特別是黨政機關(guan)(guan)節(jie)能減排引(yin)(yin)領示(shi)(shi)(shi)范(fan)(fan)作用,推(tui)動綠色低碳(tan)引(yin)(yin)領行動與(yu)節(jie)約型機關(guan)(guan)、節(jie)約型公(gong)共機構示(shi)(shi)(shi)范(fan)(fan)單位、能效領跑(pao)者、節(jie)水型單位等示(shi)(shi)(shi)范(fan)(fan)創建活動相融合(he)。探索建立“碳(tan)普惠”公(gong)眾參(can)與(yu)機制(zhi)。(省(sheng)機關(guan)(guan)事務(wu)局、省(sheng)發展(zhan)改革委、省(sheng)財(cai)政廳、省(sheng)生態環境廳等按職責(ze)分(fen)工負責(ze))
